ABSTRACT
If there is one word that characterizes Washington over the past two decades, it is "change." Both Congress and the White House have expanded, diversified, and decentralized. Outside forces, including trade associations and interest groups of every stripe, along with law firms and innumerable advocacy groups, have proliferated in number and activity.
