ABSTRACT

The new era in Soviet-American relations has brought about a changed international system. This has happened to a great extent because of a complete renewal of the Soviet Union in its domestic as well as international politics. In this new era we can approach questions of use or non-use of force in international relations without any ideological biases. We can evaluate past and current situations in the light of legal norms and not of ideological doctrines, whether they be the Brezhnev or Reagan doctrines. Even if we cannot agree on every point, we will understand each other better and narrow our differences.
