ABSTRACT

Energy security and climate security are two strategic goals which are increasingly coupled in European Union rhetoric, and climate change is increasingly mainstreamed in energy security policies. The aim of this chapter is to examine critically to what extent the EU’s dominant policy rhetoric, on synergies between energy security and climate change mitigation, has translated into practice. The chapter also identifi es a number of factors that limit and affect the integration of the Union’s energy and climate policies, such as the nature of the policy area, the EU’s legal and institutional limitations, weak public support for far-reaching policies and the uncertain state of the scientifi c knowledge base.
