ABSTRACT

When powerful typhoon Morakot swept across Taiwan on August 8, 2009, many indigenous peoples (IPs) were trapped in the South, hundreds were buried alive, and houses were destroyed. This disaster exemplifi es the dilemma faced by IPs in Taiwan. Due to the diffi culty of fi nding jobs in cities, most of them remain in rural and mountainous areas, which are usually the worst-hit regions when natural disasters strike.
