In March 2003, the Algemene Rekenkamer (Netherlands Audit Office) published the report: “Between Policy and Implementation; Lessons from Recent Evaluations.” The report summarized some twenty-five studies done by the office between 1997 and 2002. It looked into the question of what the (central) government has learned from these studies, conclusions, and recommendations. The Audit Office analyzed the “gap” between policy formulation and implementation. Topics were amongst others juvenile delinquency, food safety, enculturation of immigrants, vulnerable pupils, and the reintegration into society of disabled workers.
