ABSTRACT
Contemporary education policy stresses accountability but defi nes the goals of public education narrowly, usually holding schools and teachers accountable primarily for adequate standardized test scores in mathematics and reading. Yet because public schools provide collective benefi ts, such as a common set of democratic values, Americans have historically defi ned schools’ goals more expansively.
