ABSTRACT

With this statement, the head of Britain’s internal intelligence service thus characterised the reality of intelligence in counterterrorism. Counterterrorism is an intelligence war, without wartime objectives. The intelligence community (IC) plays a central role in counterterrorism, in at least four key ways. Counterterrorism relies on intelligence to understand the threat, to give warning of adversaries’ intentions and capabilities, to find and disrupt the adversary, and to measure the effectiveness – or lack thereof – of counterterrorism policy, strategy and operations.
