ABSTRACT

On 19 January 2010, Hamid Ansari (2010), the Indian Vice-President, forcefully argued that there was ‘no reason why a democratic system like ours [India’s] should not have a Standing Committee of Parliament on intelligence’. A former diplomat, and re-elected to his post as Vice-President in 2012, Ansari (2010) intimated that ‘compulsive secrecy’ has every potential to undermine effectiveness.
