ABSTRACT
What is the essence of intelligence? Unless the essence is understood, the practice will fail. Getting to the essence of social practice is what philosophers and theorists do, and unfortunately, they have not agreed on much about intelligence. As Michael Warner’s chapter in this volume discusses, theories of intelligence exist, but most are underdeveloped and therefore add little predictive power to theories of international relations or practical power for diplomacy and war.
