ABSTRACT

US preparation standards for advanced programs in educational leadership call for state certifi cation candidates who complete preparation programs to have, among other things, the knowledge and ability to promote the success of all students by acting with integrity, fairly, and in an ethical manner. 1 Th is higher education preparation standard for principals, superintendents, and other building-level or central offi ce administrative ranks has been with us in the US for some time and is part of a seven-standard program of preparatory study leading to the attainment of most state-level licensure criteria. Th ese standards are for the preparation of the novice and are controlled by professional governing associations, including the Interstate School Leaders Licensure Consortium (ISLLC), the Educational Leadership Constituent Council (ELCC), the National Policy Board for Educational Administration (NPBEA), and the National Council for Accreditation of Teacher Education (NCATE).
