ABSTRACT

What is the threat of nuclear proliferation and terrorism today?1 How is it likely to evolve in the years ahead? Is the international nuclear nonproliferation regime that was created during the Cold War capable of confronting the threats of today and tomorrow? Is the regime, the centerpiece of which is the Treaty on the Nonproliferation of Nuclear Weapons (NPT), in crisis? If so, what is the nature and cause of the crisis? Will we witness an end to the NPT regime, whether through its total collapse or gradual decline? Are other futures possible?
