ABSTRACT
Whether a state is partially intact or to be rebuilt completely after being torn apart by war, a new geopolitical reality is the necessity for that state to behave ‘responsibly’ toward its own citizens. The bar is not set very high because a responsible sovereign means at least not committing mass atrocities (genocide, war crimes, crimes against humanity, and ethnic cleansing).
