ABSTRACT

The term – and practice – of democratization is most often applied to less developed or post-socialist countries, and is often strategic and coloured by ideology. It may mean no more than the creation of electoral and party systems and the conduct of (relatively) free elections. However, if democratization means the creation of a democracy, a lot more than free and fair election processes is needed, and a lot more time has to be spent on the question that lies at the heart of politics: who gets what and how?
