Urban Development, Housing and Transport for the State of North-RhineWestphalia, especially the former minister Christoph Zöpel. He was known for his ambitious visions of an academically informed public policy. Also, he and the ministry were particularly engaged in urban renewal programmes for the industrialized towns of the State. Thus, the stimulus for the IBA idea largely resulted from urban development and housing policies rather than from the Department of Spatial Planning, which is part of the Ministry of Environment and Agriculture (MURL) or from the Ministry of economic affairs, which is responsible for structural policies and which was the driving force behind the other decentralization measures in the 1980s.
