ABSTRACT
This chapter is an empirical journey into the development of knowledge-based clusters in two Nordic non-metropolitan regions that, despite a similar history and seemingly similar development conditions, reveal different development trajectories: the Oulu region in Finland and the Luleå region in Sweden.1
