Learning from success and failure?

A common sense view of the political world might expect policy-makers to seek success and avoid failure. Such assumptions are echoed in the public language of policy and political elites, from presidents and prime ministers to government ministers and senior officials. Stated success goals include building on what ‘already works’, as well as learning from mistakes when policies fail or disaster strikes.
