The emergence of a multilateral approach to security was a distinctive feature of the security environment of the Asia-Pacific region in the 1990s. This was most obviously manifested in the formation of the ASEAN Regional Forum (ARF) in 1994, as the region’s first security-oriented dialogue forum. After almost a decade since the establishment of the ARF, though, security regionalism still faces a number of important challenges.
