ABSTRACT

A key problem in diffusing the lessons of innovative ways of delivering health care is knowing what can be generalised and what conditions are special to the path finder project. One essential element is the characteristics of the workers who delivered the project. Individual qualities like enthusiasm, commitment and initiative cannot be put into a service delivery plan or simply be taken for granted. They have implications for replicating the project, including recruitment, the man agerial style to be adopted, and educational and development needs of staff. Reports on innovative and successful projects, however, rarely contain useful information about the qualities of the staff and their role in achieving outcomes.
