ABSTRACT
Mounting concern in the 1960s regarding environmental pollution resulted in the first major attempts to monitor the environment. National and international organizations devoted large amounts of resources to extensive programs to identify and quantify the presence of potential contaminants in different environmental compartments, particularly water and air. The result of this activity was a huge quantity of data, nevertheless the amount of energy devoted to monitoring was in general out of proportion to the practical usefulness of the information produced.
